CREATES was founded in 2022 to address a clear market need: delivering U.S.-quality engineering at more competitive costs. Inspired by the lessons learned from remote collaboration and the evolution of global work models, a group of engineers led by Arturo Portilla—a Mechanical Engineer with over 40 years of experience in multinational companies leading engineering, fabrication, and construction projects—developed a nearshore model built on full team integration.
Over the past three years, CREATES has executed a diverse portfolio of projects that strengthened and validated our integrated nearshore model. These engagements include produced-water treatment facilities for offshore injection, firefighting and reactor automation system upgrades in petrochemical plants, switchgear replacement projects, and a carbon capture facility.
We have also supported clients with specialized engineering assignments such as drafting, 3D/BIM model development and management, piping stress analysis, arc-flash studies, and protection coordination, among others — consistently demonstrating quality, reliability, and technical rigor aligned with U.S. standards.
These projects have demonstrated that our integrated nearshore approach consistently delivers excellent performance in scope, schedule, cost, and risk management, validating the strength and reliability of our execution model.
